PSU 12V rail save voltage?

Is 12.24V on the 12V rail as measured by speed fan 4.31 too much???
What I've read thus far says thats within the saftey range but can someone confirm this????

I'm not a professional, but from what I've read, it should be fine.

Test with a multimeter. Safe is +- 5%, so for the 12v that would be 11.4-12.6
