PSOne LCD image problems

I've done a few of these now, previously I seemed to have bought PAL units from Ebay now I have two that I think are NTSC. I have two LCD's bought from different people but both are the identical models with the identical results, niether works right. Here's a pic of what's happening.

ATI Radeon 7000 PCI connected to the LCD, I know the card works with a monitor, and it worked with my old PAL LCD fine. My cables I've tried have the DCC cable and Windows sees the monitor fine. Here's the powerstrip settings.

Any ideas what is happening? I can get the image to come up at 256 colors, overlapping, quartered, halved, or otherwise, but the screwed up image is what snaps in to fill the screen perfectly.

EDIT: had the wrong powerstrip settings
 
17hz? Have you modded it? Or...are you using a normal RCA/1.5mm plug? If it's modded...is the LCD NTSC? Or PAL?
 
Modded to VGA, NTSC not PAL. Preveious one I did was PAL, new mod and this is as good as I can get. Solid with no flicker or rolling, but no image either. One weird thing is that I drag the pointer over and I see it over the garbled garbage, but no icons, right click menu, or anything I drag over.
 
shouldn't the highest resolution you run be 640x480?
1280x1024 seems a little rediculous for a 5" lcd....
