I think my Power Supply fan sucks air out of the case. Is this right? How do I tell if it really is. I have this power supply. Also, should I set it to High or Auto? It is set on high now and the sys temp is 28C and the processor is 42C.

the PSU fan normally exhausts air, but not much. that PSU sucks air INTO it and it flows out the back of the unit. if you don't have any other fans in your system i would highly recommend getting some (at least 1 intake and 1 exhaust, not including PSU fan)

but to answer your question, i would set it on Auto, it will probally be quieter as the fan will only speed up if needed

Just an addition, how is the fan located inside the case?

If it's facing down then there should be no problem.

If it's facing the side where your CPU HS/fan is then that could be a minor problem with the HS fan trying to blow air onto your HS and the PSU fan trying to pull air into the PSU.

BTW I'm new so I could be completely wrong.

The PS fan is on the bottom and the PS is at the top back of the case. I have an intake fan at the bottom front of the case (the logo is facing towards the back of the case). Is this right?

your front fan is an intake. your PSU is an "exhaust" fan but i would add another fan to the rear of the case to exhaust some more

If there isnt much of a noise difference between auto and high, is it OK to leave the PS on high all the time?
