PS/2 keyboard & mouse issues

I just put together my old pc again. and for some reason the keyboard wasnt working in windows but the mouse was. the keyboard was ps/2 and the mouse was usb. but the keyboard worked fine in the bios. i switched keyboards and it worked fine. then i took that pc to my mother-in-laws (whom i built it for), and she has a ps/2 mouse and keyboard, and neither is working in windows. So having this issue before i bought a ps/2 to usb adapter. and they still didnt work. What is most likely the issue? and how should i try to resolve this.

system:
amd sempron 2200
generic mobo (cant remember brand..)
512mb ram
40gig hd
s3 video card.. nothing special here
onboard lan, audio.
windows xp sp2

using the old keyboard and mouse that she had from the compaq she is replacing.
