Pros/Cons of external fan controller?

I'm looking into purchasing the Enermax Multifunction Panel. The device can control/monitor two fans, and I was planning on connecting my TJ06's intake fan as well as my Zalman CPU fan.

Would it be safe to leave this duty up to an external device? Or am I better off connecting the Fanmate 2 device to the motherboard, the main benefit being that the computer can automatically shutdown upon CPU fan failure.

Are there any devices (other than the stock Zalman fan controller) that will allow me to both externally control/monitor the CPU fan AND allow the motherboard to monitor it?
 
the fan mate is just a simple linear votage regultor you could make one for like $4 in parts the enermax you linked to seems to be a similar design possibly a PWM type either way it is more then enough to run any normal fan even tornado's or delta's so two lower power fans are nothing.
As for the monitoring i have a Vantec Nexus that comes with little splitter wire it lets the fan voltage control and lets the RPM lead go to the mother board the nexus NXP -101 can both extrenaly adjust, monitor and split the wire to have the Mobo monitor it. i think also themaltake's Hardcano 12 can do this.
 
ah, looks pretty good.... is there something like that that splits off the RPM lead but doesn't convert power to 4 pin? most fan controllers i see don't take 4 pin fans.
