Proper Procedure For Replacing CPU Fan?

I'm going to be replacing my CPU fan with the Thermaltake V1 CPU cooler and I wanted to know if i'm supposed to remove the old Artic Silver 5 that I have on the CPU now (Intel E6850)? If I need to remove it what do I use and how much Artic Silver 5 am I supposed to use when putting it back on? Thanks.

Yes, you should definitely remove the old AS5. You can use Isoprophanol, acetone (the one without any form of oil etc.). There are other compounds that can be used too. Check the PDF for instructions.
