prologic II compared with CMSS, other resampling?

This is probably very opinion based, but I was wondering what people think of Dolby's Prologic II/IIx vs. Creative's CMSS and other resampling techonologies.

On a side note, anyone know of software/plugins that do Prologic II encoding?
