I'm... not sure at all what you mean. If you're employed, that's where you'd get direction on current / future projects and needs. If not, or if you're not in a position that works on projects, find something that you enjoy or would like to do and work on it at home.
Since you posted in Network and Security, I assume you're looking for "projects" in that realm, which you have a ton of options for. Building a home lab with manufacturer gear (i.e.Cisco gear for CCNA/CCNP), some servers and possibly VMs to look at things from a security aspect and what not. Setup SNMP traps, packet sniffing and learn something. If certifications are of interest to you, look up which ones you want to have, and what you need to do and learn to get them.

I think first you need to look at the situation you are in. The client is the most important. First you must see what the client need. Make a list with demands and wishes of the client.
If you want some more information you can interview your client to make think clear. Then you can describe your proceedings.
Example:
- First I need to take a look at the know information.
- Interview the client.
- Than I need a approve of the client.
(preparation, analysis, Concept, realization and aftercare)
Than you can make a list of preconditions (general, environmental specification, Power Supply an maybe Lunch) and assumptions (What do you expect?).
