Programs keep prompting to download .htm files

This just started and i don't know why. A lot of my programs ask me to download these .htm files. It does this for Avira, Outlook, Firefox, when i log into https pages and download stuff etc...

Does anyone know what causes this or how to fix it?

The file you show in your screenshot happens to be the one that people attempt to disable using group policy to turn off the nagware in the free version of Avira. Have you attempted to do that at some point in the past?

It does this whenever a program opens a new windows that has embedded web page?
