Is there a program that runs on Windows that can backup a drive at regular intervals to another file server over a network? Or, that can run on a remote machine, to backup the main file server?

emc dantz's retrospect is the only one that can do it, but it is a bit expensive, some external hdds come with the express version

It's most definitely not the only software package out there that accomplishes this. Veritas Backup Exec can do this as well.

SyncToy is free and will let you schedule backups of files and folders, but not entire drives.

NTbackup built into windows - or at least windows server
start / run type in NTbackup.

map the network drive and bam - i use this for our exchange server to a network backup system
