Does anyone know of any good software that can resize say a 300x200 video to 640x480 or 800x600 while cleaing up the video so it's not like staring at an 8-bit video game.

Use software that has good resizing filters, I suppose. You can't just create pixels out of thin air so, no matter what you do you're going to get some serious issues with such a "blow up" operation even with the best of encoders.

VirtualDub has some nice filters in it, it's worth looking into I suppose.

If you've ever seen a cheesy "enhance image" routine in forensics drama on TV -- that is what you need! Haha.

S-spline and interpretive mapping is the closest thing. I've only used such software for still images, not video. The company was Shortcut and their stuff was amazing, but again, still images only. On the cheap you could use Virtual dub to export each frame and resize each one using such a filter, but you're still missing out on interpretive mapping of motion. I'm really interested if anyone has developed such software as it would be incredibly complicated...

Yep - all you need is some nerdy guy at your pc so you can point and say "now enhance that". I know that's how it work's 'cause I saw it on tv! :p

Sorry... I was wondering this the other day myself. One technique that would probably look really cool for some older low-fi films would be to go frame-by frame with a vectorizing filter kindof like Flash's Trace Bitmap function (need a macro to run this on every frame of a film). It would look a little like the animated style of movies like "A Scanner Darkly" but at a smaller pixel-level scale that hopefully wouldn't be so obvious. It might be a good way to get some older low-fi films up to blu-ray (or higher) quality.

For all I know, this already exists - not really sure what's available now.

<<<--- It's a very long "filmstrip" style image...

That thing is hilarious. :D
