Program/Method to Resize TV Display

I am currently running a 26" Toshiba HD CRT TV as my main monitor (through a dvi to hdmi cable) and my 19" inch Samsung monitor as my secondary....

My problem is, the edges of the screen on the TV are always hidden.

Yes, I checked display properties (nothing). Yes, I checked within the Omega drivers for my ATI card(no such option exists). And yes, I checked with ATI Tools and the TV is not detected there....

I had to make most my adjustments with Ultramon (which offers no display resizing option)....

I KNOW such an option exists, I've seen it in drivers before etc.

Question is, what program do I need to use to get this working?

Unfortunately what you are looking for should be on your graphics card driver options. I know they are for NVIDIA anyways.

I am unsure of any program that can do it for you. Typically running the HDTV at its native resolution should prevent any overscanning.
