proftpd access problems

haveing problems with proftpd not able to get access to it I changed the port in the proftpd.conf to one that I want and then put in ftp://xx.xxx.xxx.xxx:5780 since my isp blocks 21 but i'm unable to gain access to it?
 
Did you restart proftpd? Changes in the .conf won't take effect until you restart it.

ya i did atleast i think i just put in proftpd in the command line, there are no OK's or anything though?

should i use a differen't executable??

getting a folder error as well.
 
does anyone know how to setup in the proftpd.conf how to prompt for a password when you get first access to the server. ??? I can't figure it out. Also i can't loggin to the ftp server through ie 6 anyone know of a fix for this???
