I currently have an i760 with 4Gb of DDR 3 (1600), and a Radeon 6950 2Gb model. I primarily work with Visual Studio 2010, Office, Visio 2010, and NetBeans when I am working in Windows.

I am considering picking up an Intel Core i7-3770K. I can get one for $290 at Micro Center.

My other thought would be to pickup an additional 8GB of (1600) RAM. This is almost a certain either if I buy the corei7 or not.

Looking for opinions as to if you think this is worth the $290 + the $120-$150 for a Motherboard.

I'm one of those holding out till next year for a CPU upgrade, and your situation may be similar to mine. First, do you do any OCing? Also, besides the obvious memory upgrade you may want to consider an SSD. In my opinion it's cheaper in the long run to keep currently owned hardware going until it is no longer able to meet your needs. Even upgrading your CPU to an i7-8XX may be something to consider to delay a full upgrade.

There is of course the other camp that doesn't mind the upgrade/sell cycle at Intels tick/tock pace. It's entirely up to you of course.

I don't OC.

I am considering picking up a 64GB drive or a 128GB SSD too. I have one in my macbook pro and one in my old thinkpad.

With the recent sales/ price drops I would not bother with a 64GB drive. Get a 128 or 256 GB model when they are on sale. I recommend the Crucial M4.

The list of programs you gave us should not be limited by your processor (even when run simultaneously), except when you are compiling. If you are not constantly waiting on compiles, then you are not CPU-limited.

The best upgrade for you would be more ram and an SSD (128GB M4 is a GREAT suggestion).

I am thinking I will buy 8GB of memory for the desktop. I will buy another M4 drive. I am leaning towards a 256GB one. I will place the new one (256GB) in my Macbook pro and the old one (128GB) in my desktop.

Usually not. I am thinking I will just wait for the next tock.
