Processor doesn't downclock when overclocked?

I was playing around with my new i5-750 and set it to 166x21 in the BIOS. This gives a 3.5GHz clock speed and everything was fine and dandy, I just noticed that in CPU-Z a lot of people show screenshots of it saying the multiplier and then in brackets (9-20), but my CPU-Z isn't showing that.

I have a Gigabyte P55A-UD4P.

Is there a BIOS setting for this? I left C1E, speedstep, etc. on in the BIOS, but maybe I missed something. Turbo boost is off as I don't want the CPU overclocking itself from these settings.

FWIW 21 is the turbo boost OC with all 4 cores active. I have noticed some weird going ons with my chip when I was oc'ing it as well. My bios seems to have a mind of it's own sometimes when I set it at 20. Sometimes It will stay there, sometimes it will jump to 21.
 
I had to disable turboboost as well as all the power saving features in order to keep mine from using the x21 multiplier. I have a motherboard in the same line as you, OP.

Hmm, maybe I was a bit ambiguous; CPU-Z shows the multiplier as x21, but it does not say x21 (9-20) as some people's CPU-Z shots show.

My question is, how do I get it to downclock to a 9x multiplier while overclocking? I Have EIST, C1E, and any other power saving stuff I can find enabled. Only turbo boost is disabled.

Yeah what I ended up doing is forcing everything to ENABLE. All the power saving features were on AUTO and it was not dropping the multiplier at idle.

I will have to play with voltages more and see what kind of voltages I need for various clocks; right not I'm running 167x21 but it drops to 167x9 at idle (and as others have reported, the multiplier goes nutty sometimes and goes to x24).
