Processor Clock Speed

I have a laptop that has a AMD 64 bit 3700. I don't know why but it seems when I check to see the processor speed under my computer properties it sometimes shows its operating at 1.73ghz and other times like 2.4ghz. Can anyone tell me if there is a problem or if its regular?
 
That's regular, it slows down to save energy when it sees that you don't need it.
 
Speedstepping (I think thats what it is called).
This means, in order to save battery and reduce heat, your laptop will slow down the processor speed when the full power is not needed, then speed up the processor when the speed is needed.

Thus... less battery/power usage and less heat produced.

Even when I am doing something it usualy goes down when I am processing some kind of program. I guess this is regular.
 
It all depends on the program. Try downloading Prime 95 and running it. This program should cause the CPU to run at it's full speed. When you exit the program, it will throttle down the clock speed to save battery life and reduce heat as others have said. Give it a go :D
