when changing motherboard is a fresh install of windows needed ?

99% of the time: YES.

When you swap out your motherboard, you are making drastic changes to the system.

Everything from your Hard Drive Controller to your PCI interfaces. Sometimes, Windows won't even boot up after a Mobo swap.

Unless, you are swapping an identical board do to failure, RMA, etc. You should always do a fresh install of Windows.

Is your CPU overclocked??? 2 - 4890's will definitely be bottlenecked by a stock e8400.

60 Frames max in all tests?

What are your final scores?

Obviously vsync is on. ATI control panel might be broken. You might want to manually disable vsync through registry
