Problems with overclocking.

I have some pretty sweet hardware, and I don't know what could be holding me back.

-A64 3000+
-MSI k8N neo2 platinum
-OCZ EL platinum REV.2
-OCZ modstream PSU

No matter what I do I cannot get this system to overclock. right now I am thinking I was unlucky with the processor. I drop back the HT multi to 4X and try to raise the FSB, but it won't boot with higher than 220. And even 220 is extremely unstable. That is an extremely low overclock from what I have seen. I don't think it is the memory. Because I locked the freq. to 200MHz in the BIOS and tried doing the same thing, still with no success. What do you guys think?
 
Thanks for the reply. I don't understand what I can do to improve OC. I have done everything in that link other than Volt mods, and I do not want to go down that route.
 
What was the problem?? I have a 3000+ week 37 that won't do a lick above 235, no matter what ram timings I try. I know the ram itself is good that 235 @ 1:1, let alone on a divider, so I'm thinking it's not ram. Now, I am using stock cooling at the moment, but I'm shy of losing more money on what could just be a bum chip and don't think my temps are terrible either. Any thoughts anyone? More details available....
