Problems with HTT and mem divider

I can push my 3000+ to 2.GHz fully stable, BUT the system will not boot when I attempt to boot at this clock speed. SO i can get this OC running using clockgen in windows, but the mobo takes a crap trying to start with it.

I have tried running my proc at two different settings, both of which do no good.
8x337 w/ 133 mem divider(DDR 450 on the ram)
9x300 w/ 133 mem divider(DDR 386)
both result in 2.7 ghz but both refuse to boot. The 9x300 shows me it is not a memory issue as it is slightly underclockign the RAM to run it.

BUT I have gotten it to boot at 2.7ghz running:
9x300 w/ 166 mem divider, which results in a big DDR500 clock on my RAM making it horrifically unstable.

Have confirmed stable core with prime95 and assume stable memory at DDR 450 using various games(among which includes BF2).

Cant really tell why I cannot boot at these settings is this a motherboard issue? a proccessor issue?

Saw this thread speculating that upping the AGP voltage can help stability, but is this safe?

Specs that I'm trying to run:
Venice 3000+ @ 2.7 GHz(8x337) 1.61v
Corsair Value select ddr 400 2.5-3-3-8 @ 450 2.5-3-3-8 2.8v
MSI K8N Neo2 Plat
Zalman CNPS-7000CU

Temps stay around 35C idle 53C load
 
seen a lot of people around here have same problem with that mobo recently.
