Problems with Catalyst Control Center

I have been running the 4.9 cat's for a while now, and when the Catalyst Control Center came out, I thought I'd give it a try. I installed it using the 4.9 cat's, and the control center spit back an error. I unintalled the control center and drivers, restarted, installed the 4.8 cat's + control center, restarted again.... same error. I then uninstalled, restarted, used a driver cleaner, restarted, installed again, restarted, and got the same error... it is as follows:

I can assure that the driver is installed, and working properly.
 
make sure you've got .net installed and updated.

I just checked windowsupdate and there were 2 .net service packs sitting on there in the optional category.
 
I had .NET installed, grabbed the service pack... still the same error. I'm probably going to end up doing a format, my windows install is a few months old as it is. (I'd like to figure out what the problem is, but I don't think it's going to happen)
 
I for 1 didnt like the new control center and uninstalled it, seemed to be too much of a sys hog and wtf is that stupid car for? 1 thing nvidia got right along time ago was their control panel why cant ATi do the same
