Problems in 9800xt land

I posted before, and tried various things that were suggested, mostly software stuff. But I'm still having the same problem... My vid card will only run at 4x AGP! And it's running at 89c idle, and up to 102c with a load... The fan is running, any ideas?

here are specs:
AMD 64-Bit 3800+
1024MB Corsair XMS Pro (DDR400)
ATi Radeon 9800xt
COLORSit 500w psu
SB Audigy 2 ZS Platinum
Koolance Exos exernal watercooling (Just CPU)
Zalman socket 939 water block
1x seagate 120GB HDD (IDE)
1x WD2000J (200GB) HDD (IDE)
Thermaltake Xaser3 super tower
 
oops A8V Deluxe (Not SLI)..
I've tried running the default BIOS settings and it won't boot.. Sometimes it makes it as far as the window loading screen and restarts. I've tried just about every combination of BIOS settings possible, but no luck. The card itself is about a year and a half old. Everything else is practically new!
 
I was just reading another post and somebody said that a video card should have a direct connection to a molex connector from the power supply.. Mine is split from a fan controller (which I'm having probs with as well) could that be it?
 
stumped, i guess just try reseating the 9800xt,

or

try another 8x agp vid card

or

drop a support email to ati or abit
