problem with using vzn note 2

Ok i bought a verizon note 2 unlocked to use with metropcs. The first one worked out fine. but this second is not working. no nothing. plus the imei# in settings shows up as all 0000's. The sim card wont register at all. just want some answers before returning the phone to the seller. just curious as to what maybe the problem.
 
Years ago I had an Android phone that I flashed a ROM on that reset the IMEI to all 0's. There was no way to change it and the only solution was to send it back to the manufacturer to reflash.

Maybe the seller had the same issue and flashed the stock firmware back on?
 
oh so he had a custom rom on it that reset the imei and then reflashed it back. so in other words it cant be used for gsm service cause of that, right? just trying to understand.
 
It no longer has an IMEI so it is not recognizable on the network. It's useless for a phone.
