Problem With New Comp

Just finished building comp.

When I turned it on, all seemed well (Nothing caught fire).

Well...the POST screen is messed up. Well...the picture overall.

Here's the specs

3200+
120gb
1gb Corsair
DVD-R
9800PRO (AGP)
400watt Powersupply

So...the screen is all jumbled up. It's kinda like all messed up. I can distinguish pictures, but I can't read the text. It isn't the monitor because it was working 10 mins earlier.
 
Do you have the molex connector connected to the vid card? Sounds exactly like the vid card is out of juice. Either that or it is faulty.
Can you boot into Windows? What does it look like there? Try playing a game or something with DirectX to see if it has problems there.
 
The card can't be crap, I used it in my old comp about an hour ago.

...I sure hope it isn't bad.

It could be power...I'll try something. I haven't gotten to install anything yet.
 
Well if the vid acrd works in another comp, it could be power related then.
 
I unplugged everything but the card and the CPU (and other required parts).

The card ran a ton better. So it seems another powersource is needed Probably a 550 watt will do. Ugh...this sucks.

You definetly DO NOT need a 550 watt PSU. Heck on that setup a Quality 350 watt PSU will be more than sufficent.
 
...My friend is an idiot.

He got bored before we started and set the surge protector as high as it goes. After I set it back down it worked perfectly.
