I want to format my hard drive, but i need to find a different way to format it then right clicking on the C:// folder and clicking format. When i do click on format it comes up and warns me that i will loose all the data, after i click ok, it says, "Windows cannot format this drive. Quit any disk utilities or other programs that are using this drive, and make sure that no window is displaying the contents of the drive. Then try formatting again." So how can i format it!!! Lol thank you if you help me! (my friend has the same problem too so im not the only one)

you cant format your system partition from inside the OS
in other words that partition is what is running, and is both the system partition that contains the files that bootstrap the OS into running and likely is also the boot partition (unless your running a dual boot) and thus actually contqains the OS kernal

to format it you need to do it from outside the OS
from the OS install CD, from a Windows98 boot disc using fdisk (floppy)
or from a third party ap

caution, any other partition containg a OS will no longer be available
partitions containing data can be reintegrated, provided you dont overwrite them
