i just built a budget pc (budget of 350!!) and when i try to press the power button, nothing comes up...no sounds, no fans, NOTHING. i did notice that the 3 lights on the keyboard do turn green though, so i don't think it's the PSU. it's a 300W. these are the specs:

PC Chips KM266 Chipset Motherboard for AMD Socket A CPU, Model "M825LU"

High Tech ATI RADEON 9200SE Video Card, 128MB DDR, 64-bit, DVI/TV-Out, 8X AGP, Model "Excalibur RADEON 9200SE(J78-02-A)

Crucial 184 Pin 256MB DDR PC-2100 16T

AMD Athlon XP 1900+, 266 MHz FSB, 256K Cache Processor

and other stuff like HDD and cd-rw.

all suggestions are welcome.

Make sure your motherboard isnt grounding. Take it out of the case, and put it on a non conductive surface. Plug it in, turn it on. if it powers up and runs ok, put it back in the case and be sure to be careful when you're mounting it.

If it doesnt post outside of the case, swap each componant individually. All you need to do to turn it on is short the 2 pins that would connect to the power switch. You can use a screw driver or something similar.

Start with everything disconnected except cpu, ram, and video. Then go from there. Youll jsut have to narrow it down. Make sure to properly connect the speaker also, incase you're getting an error code.

Before you even do any of that, double check jumpers, and check their website incase you need a bio update. If you do need a bios update, youd need another cpu to at least boot it.
 
Do some voltmeter tests on the PSU, I had the same problem but then I realized I was grounded :|
 
yea, i finally got it working after i checked the jumpers...the "clear CMOS jumper" wasn't on correctly, and it therefore screwed the entire thing up.
