I'm getting frustrated!

All I want is this fucking dotted line to be 153 px from the top of the page (3 px below the logo) and 30px from the left of the page. HELP!

HTML CODE
Code:
<html xmlns="http://www.w3.org/1999/xhtml">
<head>
<meta http-equiv="Content-Type" content="text/html; charset=iso-8859-1" />
<title>RedHighTops.com: The Work of Bryan P Mills</title>
<link href="css/redstyle.css" rel="stylesheet" type="text/css" />
</head>

<body id="redhightops">

<div id="container">
	<div id="titlebox"></div>
	<div id="line_1">
		<img src="/graphics/dotted_line.gif" width="720" height="1" border="0"><br>
	</div>
</div>

</body>
</html>

CSS CODE:
Code:
/* CSS Document */

/* basic elements */
body {
	font-size: 10px;
	font-family: "Geneva", Arial, Helvetica, sans-serif;
	color: #666666;
	background-color: #FFFFFF;
	margin-left: 0px;
	margin-top: 0px;
	margin-bottom: 0px;
	margin-right: 0px;
	}

/* specific containers */
#container {
	background-color: #FFFFFF;
	height: 300px;
	width: 750px;
	padding: 0px 0px 0px 0px;
	margin: 0px

	}

#titlebox {
	background-image: url(../graphics/shoetitle150-3Final2.jpg);
	background-repeat:no-repeat;
	background-position: 110px 0px;
	height: 150px;
	}

/* Classes */

#line_l {
	position:relative;
	padding-left: 30px;
	padding-top: 3px;
	}

I've tried absolute positioning (which I'd rather do) but that doesnt work.. I've tried padding... margins... WHAT AM I DOING WRONG!?

I got it working... I dont know what the hell was wrong.. all i did was delete EVERYTHING and retype it and all was well :confused:

You could have just made the dots in the jpg, and make it have a heigher top/left side and used 1 line of code:
Code:
<img src=splash.jpg />

That's what I would have done, since dotted lines don't work in IE and I like my designs to look the same in all major browsers.
