Problem with 9500 and S-Video

Alright guys, bear with me -

I have a Radeon 9500 (softmodded) with the s-video out.
I have it connected to the TV in my dorm room, so that I can watch movies. Now heres the thing. When I put the s-video on - and the TV on - with my 1280x1024 display on my monitor, the TV looks like this:

And when I put the monitors resolution on 1024x768, it looks like this:

When I play the "downloaded backups" of the movies that I own, I have to set the screen to look like this to display the movie on the TV, but it wont display on the monitor:

And when I want to watch any video on my computer screen, it must look like this:

Here are my questions:

1. How can I make the computer output actually FIT the TV screen, it never does, even after using the controls in the display properties to align it.

2. Any way that I can watch video on both TV and monitor at the same time (DVDs work fine, downloaded backups dont)
