Problem with 19" CRT

Ok, I just got this 19" monitor and around little things like text and pictures there's this weird like mirror / ghost effect, it's always a little bit to the right and crap. It looks nasty. But in games I can't see it that much. Here are some pictures I took that show what I'm talking about.

See to the right of the stuff it's like nasty looking. What can I do to fix this?

Also, I heard using a cheap cable will create this? Is that correct? Because I am using an OLD vga cable because my monitor's vga cable is detachable like on LCD's.

So you think a new cable would fix it?
