Problem when installing driver!

hey everyone!
I have a problem, when I am installing a new driver for my card, every driver, not matter what version, when I restart the computer, everything is working slow, even right click, the menu opens slow, and after few seconds I get a black screen and it returns (like when changing resolution), and everything is ok and working ok. but in games things are abit stuck, not too much but sometimes it gets abit stuck.
the thing with the driver is really wierd, someone know what is the problem or maby can help me to get my games work better.
my card is Sapphire 9600XT 128MB (2.8ns)

is your Power supply strong enough to hold your system? did you first uninstall older drivers first? how about your system temperture? (cpu, mobo ect.) are they to high all these could be a factor with your problem
 
Did you clear out the drivers from your previous videocard? IF you had a nvidia card before i suggest reformatting your harddrive and do a fresh install of your OS. Or try detonator destoryer.
 
I tried to put the card on another computer (P4 1.5) and it still happened so it's probably a problem with the card. :(
