Problem when formatting a storage drive...

I decided that I wanted to get a clean start on my storage drive (no OS installed on this one), so I wanted to format it in WinXP. Unfortunately, when I try to do so, it gives me an error that says "Windows cannt format this drive. Quit any disk utilities that are using this drive and make sure no programs are displaying the contents of this drive. Then try formatting again." The last time I did this, I never encountered any problems. Is there a way to check what would be using the D drive? Any other possible solutions? Any help is appreciated...
 
try uninstalling in device manager (Disk Drives)
then reboot, and
Start > Run > (type) Disk Management > Action Button > ReScan Disks > RClick Unpartitioned Space > Partition and Format
