Problem starting up, need help.

My parents got me new parts for a computer for X-mas (915P-A ECS MOBO, Pentium 4 520 2.8 GHz CPU, Two Sticks of 512 PNY Ram, and a Radeon 9550), used old HD, Cd rom drive and power supply. First we figured out the video card wasn't compatible (Gave no signal to the moniter) so we switched in the 9000 Pro which is. Then it detected the hard drive as the slave and cd-rom as the master. So we changed the cables to make it detect the hard drive as the master and it stopped detecting the hard drive all together. So we pulled the cd-rom drive out and it detected the hard drive but it won't boot up, and when you go into the BIOS the hard drive is the 3rd master instead of the Primary. I have no idea what to do, any ideas?
