Problem Installing drivers

Ok, well, ever since i got my new motherboard, i have not been able to install any video card drivers. Now i havent formated since i got the new motherboard, cuz im lazy, but this is really starting to get annoying. Everytime i reboot, the crappy samsung drivers, for my lcd, get reinstalled. And when i right click on my desktop, goto properties, settings, advanced. theres only like 5 tabs. I can change any settings like AA/AF and its REALLY starting to bother me.
I have an ATI 9800pro (attempting to install the newest omega drivers). Please help me out.
 
With Ati, you need to disconnet yourself from the network / internet. Windows likes to install native Ati drivers that are not the most pleasant to deal with. The other thing I HIGHLY suggest you use is DriverCleaner 3. Most of us use it, and it works awesome to remove video card drivers. Here is the line for that: http://www.driverheaven.net/cleaner

Run driver cleaner, (after you disconnet yourself from the 'net). Then reboot. When it boots back up, cancel any and all attempts to install drivers. Then go into your folder / desktop where you have the latest drivers, and install them (including the control panel! :)). Then reboot. This should solve the problem.
