Problem: Computer Won't Start

My brother has an eMachines t3092
CPU:AMD Athlon XP 3000+ / 2.17 GHz
RAM: 1 gb pc2700
Hard Drive: 2 x 160 gb
Graphics:eVGA 6600gt, onboard
MOtherboard: unknown
PSU: FSP 400 watt
When the 6600gt is plugged in the computer doesn't work at all and when its unplugged it makes a high pitched noise, but it does nothing else.
My brother has tested the PSU, today at work he was going to test other parts.

That happened to me with the GC was not plugged in correctly. Check to make sure it is seated in the slot correctly. Try re-seating the RAM too for good measure.
 
does the vid card have an additional power connector? hm, what about the onboard graphics, does it work? try clearing CMOS.. and also - try the vid card in other rig.
 
The same thing happened to me when I first set up my computer - the problem for me was the metal stands to which you mount the motherboard on. For some reason, the diagram that came with my case depicted an additional stand that wasn't needed, so it caused an electrical short or ground problem and a high pitched whine. Simply removing the additional stand solved the problem.
