Although the paltry 2 year prison sentences that are being handed out to data thieves in the U.K. is a bit too lenient, it’s a start.

Individuals who sell or deliberately misuse others' personal data in the U.K. could now face a penalty of up to two years in prison. The previous penalty stipulated for the charge in the Data Protection Act 1998 was a fine.

What with the UK prisons being full and judges being directed that they "...should jail only the most serious, persistent and violent offenders" and with a case in point that a known paedophile was not jailed for being in possession child pornography - I don't think a single data thief will end up in jail.
Big rewards, no detererrent - come on, every sociopath should be doing it!

So they steal your personal infromation, sell it, screw up every victims life, takes that victim years to recover from theft... and they face two years?

Make millions, spend two years... what a great tradeoff *sarcasm*
