How could this impact bunkering for something like the Pent?

I wouldn't worry about it. The person in question had over 40k tasks and wasn't completing any of them, they were all timing out. It's really no different that pretty much any organization that reserves the right to ban folks for whatever they deem fitting. Pretty sure this site has such a policy of banning folks deemed harmful/disruptive.

Yeah. Seems reasonable enough. They've OK'd the modded BOINC versions I'm using to pull down 5k tasks at a time, while saying you can't do abusive stuff. Seems entirely justifiable to keep things running properly.
