Whether a PC video card would work depends on whether there are Mac drivers for said video card. However, it's pointless to buy a modern mid-range or high-end video card as the processor would become the performance bottleneck.

I don't believe that the latest version of OS X, Snow Leopard, is compatible, but I don't know how old your G4 is. Someone, somewhere has a compatible OS for your G4 for sale; check out eBay and craigslist.
