Powerless pci e card

I need the best card i can get, that ISN'T powered. I have no clue where to look. Any help?

The ATi 4670 is usually considered to be the best video card that doesn't require any power plugs. The 4670 is much faster than nVidia's competing product, the 9500GT.

There is a new 8800gt that doesn't require any external power.

you realize a device can, and will, require up to the ~75W available via PCIe, and depending on your PSU, this may still be more than its capabilities, if you provided less cryptic information, I'm sure you'd get less cryptic results.
