Power Target on Kepler GPU`s

So I noticed that my GPU Power Target never crosses 105% on max load and even that happens only is heavily stressful benchmarks and a few games like BF3 or Crysis 2. I was wondering whether this is due to the normal functioning of Kepler chips or a limitation on the particular chip that I have?. As you might notice from my sig that I have a 680 DCUII Top card. Is it a flaw on the chip that it cant pull the full power the board can handle? because on MSI Afterburner the power target that I can set is 159% which is very high but the card barely reaches that target during heavy loads. :confused:

I was also wondering whether this happens because the Top card has beefy VRM`s and much higher grade components than most reference designs so it does not have to suck more juice to keep the overclocks steady. Is this just my assumption or anybody else thinks that way?. By the way my overclocks are on my sig as well.
