Have a friend who had his GTX 280 rigged up via weird Y power cables and now it seems it made his card go kaput.

Well enough is enough -- he needs a legit power supply to run this thing.

So any recommendations for a PSU that will support this beast?

Depends on budget since prices vary between brands. I would recommend a Corsair HX620 or TX750 though.
 
what are the rest of his system specs? and who was the card rigged up?

having said that most anything by antec, corsair, or sesonic are good, 500 to 750. I am fond of the antec 650 and the corsair 750XT, (this is the one I run" BFG also makes some really good ones and has awesome customer support. so does corsair for that matter
