First of all, my system specs are as follows:

AMD64 3000+
Epox 8KDA3J nForce3 mobo with built-in sound/networking
2x512 meg sticks of PC3200 RAM
Geforce 6800OC
DVDRW
2 Hard Drives - 1 SATA, 1 IDE

Questions:
1. I have a 350 watt Antec PSU right now, which I think isn't enough. I have a voltmeter and everything. How do I measure how much my current PSU is giving on the 12V rail?

2. I bought a new Antec TruePowerII 430W PSU to replace mine if the current one is insufficient. Would it be good enough for my system?
 
First, find an empty 4 pin molex so you can stick the probes in the holes.

Stick the black/negative probe into the black wire hole on the 4 pin molex. Then stick the red probe into the yellow wire hole. There you go.

The 350w should be fine, since it's a quality brand.

The 430W should be fine as well. I would sell the 350W and use the 430W.
 
Well, the voltmeter is showing the 12V rail at 11.7, which is within spec. I guess power isn't my problem then...
 
I'm having problems playing games. The latest one is the computer will just stop. The game will look like it's frozen, and nothing can fix it except a hard reboot. Not sure what is causing that. I'm also having some stuttering issues, though I think those are somewhat driver-related.

MBM5 was reporting the 12V as 11.07, which caused my initial worry. A multimeter is reporting the 12V at 11.6 and the 5V at 4.7 under load.
 
Try the new PSU and see if that solves the issue. Those rails aren't exactly the best.
 
11.6 :( yikes.. this is an antec smartpower 350watt right? or a truepower.. b/c the tp should go that low with it's 3% regulation :)
