Power supply problems?

I have an antec truepower 430w with a 6800gt that ran fine for 2 years. Recently, artifacts started popping up and then windows wouldn't start all together. I called BFG and got my card RMA'd. When the new card got here and I installed it, there seems to be constant display flickering (mostly when playing games) and sometimes the display would be in constant darkness. This also happens before windows starts.

I have the latest nvidia drivers (93.71) and have tried connecting another 12v line to the video card without success. I have plugged an old fx5200 into this computer as well and it worked like a charm. My according to Everest, my 12V line is putting out 11.71v.

I wouldn't think that an RMA'd card be faulty already, any help would be greatly appreciated on whether this is a graphic card or power supply prob.
