Power Supply Problems Please Help.

I am in the process of building a new rig, I bought an A-TOP Technology, X-BLADE case with a 450w power supply. and When I plug in the power supply the fans and LEDs. don't power on. I've tried everything I can think of including the switching the red amp selector on the back of the case. I don't know If I'm doing something wrong or what? any help would be greatly appreciated guys.

Do you have any load on the PSU?
 
I just got the tower and was just testing the fans, before I install the MOBO, Drives, etc. Someone was telling me it won't direct power correctly until I have the mobo installed and everything setup. not sure if this is true or not? I figured you could test the PSU, Fans and LEDs. not sure what else to try. Thier is a toggle switch on the back also. I've done everything I can think of. This most likely is a newbie question and I appologise for my ignorance, hopefully the PSU isn't defective.. Thanks for any help guys

Ok the plug in a drive thats not contacting the case for a load then short the green to black wire to start the PSU on the ATX connector, a paperclip will work.
 
So your saying thier is a way to override it to test the fans and PSU without installing the mobo and other parts???

Yes. You need a load on the PSU though of at least something like a drive and then short the green to black and off you go.
