power supply problem?

I am having a strange time with my PC this week.

when I shut down the system everything appears to be fine and the system powers off.

But when I try to turn on the system later by pressing the power button the power light comes on but the rest of the system does not. I have to unplug the power cord, wait 15 seconds, plug the power cord in then press the power button and the system will start normally.

Is this a power supply problem or a motherboard problem?
 
I don't know anything about YOUR system, but 9 out of 10 times when I've seen this problem it's been the board.

Of course, a PSU transplant is easier than a board transplant, so if you feel like trying another PSU... more power to ya!
