power supply problem? - weird

I usually leave me computer on most of the time, but the other day I shut it down for a few hours, when I went to turn it on it didnt completely turn on, but started to pulse. I knew it was pulsing because my Epox mb with the digit code leds at the bottom was pulsating on and off, and all my fans were as well. I tried unplugging everything but the gc and nothing changed. I'm completely lost as to what the problem is. Please help.

I have an antec truepower 2.0 550W that is doing the exact same thing- only it never worked.
Anyone have any wise words?
