Power Supply Might Be Dead

I have a 420w power supply and i'm pretty sure it's not working, but I don't know how to check for sure. How do I check. If I take the power supply out of the computer, and plug it into a wall outlet, and turn the switch on the back, shouln't something happen? Shouldn't the fan turn on or maybe there should be some noise or something? Can someone help me?
 
You will need to jump the PSU by using a paperclip or some such to connect the green wire with a black wire in the ATX connector.
 
Do the paperclip trick with a hard drive connected to the PSU because that will check both the +12V and +5.0V rails for accuracy. OTOH I don't know how to check the +3.3V without a mobo or digital multimeter.
