my friend gave me an alienware 400w psu for free but one of the fans dosent work, is there anyway to replace a fan on it fairly cheaply?

Is it an 80MM fan? Buy an 80MM fan and install it.

i dont know if he knew what he was talking about or not but a friend of mine told me not to open up the psu because their is "stored power" in there or something and it can shock you, is that at all true?

Capacitors store power. That's what they do. But that power drains over time. So either leave it sitting for a while or hook a load up to it while the PSU is unplugged.

But even still... you're still not going to shock yourself unless you're a clutz because you shouldn't have to touch anything that's energized when just replacing a fan..
