Power supply bad or not?

I had a family friend give me a computer that he said would just shut off randomly, then it got worse and wouldn't come on when he pushed the pwr button. He just went and bought a new computer so he gave me that one. I figured the pwr supply went bad. I bought a new one and put it in, but it does't boot up. There's no POST beep or anything, and nothing comes up on the screen,just the amber light like the comp. is shut off, but all of the fans spin and the HD is running because I can hear it. I don't know what else to check. It's probably an easy question for most of you, but I'm relatively new to working on em', so spread your knowledge please :D
 
Even if you don't know for sure, your thoughts or ideas will work lol........please? :p
 
mobo or cpu is my guess. could be video card.


ps: you don't hear the hdd spinning as if it was booting, if the light is amber, its not posting. so that sound is just when the hdd receives initial power when you fire it up.
 
ahhh ok, that makes sense, thank you. it's all onboard video, no card. so i guess i have a new pwr supply and nothing to put it in lol. oh well, thank you guys.
