power supply acting odd

My roommate tried swapping out his motherboard and power supply. When he plugs everything up and turns on the power supply, the computer tries to start up but buzzes and stops after a second (the power supply starts working but the fans stop spinning after a second). It tries to start up even before he hits the power button. He tried swapping the power supply back out but it did the same thing. Any ideas on what he should check to fix this?
 
Hi, I'm the roommate. So far I've tried unplugging everything from the mobo except the power, cpu, and ram. Didn't help. Tried another psu with the same results again. so I guess it wasn't the psu after all. Hooking up the old mobo up to it with only the power connects, cpu, and ram got a stable power led, but didn't switch when I hit the power switch on the case. I'll just assume it didn't turn on because the cpu fan wasn't plugged in.

The mobo is an Abit AT8 if that makes any difference. It does seem to try to turn on when sssssssflip the power switch on the psu, but the lights just kind of flicker and it dies. sssssss really hope that sssssssOn't have to RMA this thing :(
