Power Save Mode doesn't work

One of my machines won't shut its monitor off. I'm not sure it has ever worked, but it's to the point where it is now annoying me.

The rig is:

Windows XP SP 2
Dell 2000FP LCD panel, using DVI
ATI Radeon 9600 series, Catalyst 5.2 drivers
Tyan Tiger MP motherboard, 1.05 BIOS
Dual Athlon 1800+ MP processors
2 gigs memory

The power settings in Windows are set to turn the monitor off after 20 minutes. The screen saver is set to "(none)". ACPI is enabled in the BIOS.

The monitor never powers down. All my other machines kill the monitor just fine.

How do I troubleshoot this?

Do you have an optical mouse hooked up to the computer? One of my pcs has a cordless one, and on some surfaces the mouse will thinks its moving even when its not. Pretty much happens on anything reflective, and this will keep the monitor from going into sleep mode. Some programs can also keep the monitor on, like windows media player. You could also check the ATI driver tabs, but I can't remember if this anything about the power settings in there. Good luck.
