Power Fluctuations (vCore)

Maybe it’s just me, but I noticed that when I overclock my Prescott, I see more variations in the vCore voltage. The motherboard says it should be 1.51, but motherboard monitor and cpu-z show between 1.36 and 1.45 when the cpu is under load. I’ve even seen it drop as low as 1.33 when doing burn-in testing. If ever it drops below that, the BSOD rears it's ugly head and all my IRQs are less than equal. :(
Here’s my config:
Abit IC7-Max3, 4 sata drives, 2 dvd burners, a dual monitor video card, and an Antec True Power 420W PSU. Do you think these variations in voltage mean that my PSU is either overloaded, or out of spec? Or is this normal for overclocking? One other thing I should mention: When I was trying to reach 4.4GHz I noticed that my Vantec Tornado (sounds like one, too!) would slow down a little as compared to when it was running at 3.4GHz which is what the CPU is rated for.
 
sounds like you a pushing past the capacity of at least some of the rails on your powersupply. Looking at overall max wattage rating is not enough, you have to pay attention to individual rails, and what you have running on them.

check voltages with a multimeter as windows based readings aren't always very accurate
 
thats how i knew my xconnect 500 was underpowered. when my 7800GTX 512 would go into 3d mode, u could hear all the fans slooww down a little
 
I have often wondered if this was something to be concerned about. Mine doesn't vary much, +-.02 volts, but it still irks me for some reason. Is there any problem with that small of a variation?
